Advocacy Counsel at Chamber of Progress
Jess Miers is legal advocacy counsel at the Chamber of Progress, a tech industry coalition advocating progressive positions on issues including competition, speech and content moderation, privacy, workforce developments, and autonomous vehicles. As a lawyer and technologist, Jess primarily focuses on the intersection of law and the internet. She is widely considered an expert on U.S. intermediary liability law and has presented and taught extensively on speech and Section 230, content moderation, and cybercrime.
Previously, Jess served as a senior government affairs and public policy analyst for Google, where she oversaw the company’s state and federal content policy portfolios and worked closely with Google’s litigation teams to advocate on key online speech issues. Before receiving her legal degree from Santa Clara Law School, Jess receive a computer science degree from George Mason University and spent four years as a software engineer. During law school, Jess interned at Twitter, TechFreedom, The UCLA Technology Law and Policy Institute, and Google Trust & Safety.
