About

Regan Smith is SVP & General Counsel at the News/Media Alliance, where she leads several litigation, regulatory, licensing and policy initiatives for the news and digital media industry. She is a recognized intellectual property expert, with over two decades of experience centered around emerging technology issues.  Ms. Smith speaks widely on topics including copyright, artificial intelligence, digital rights management, music, and collective licensing and has testified before multiple parliamentary bodies.

Ms. Smith previously served as General Counsel and Associate Register of Copyrights at the U.S. Copyright Office, overseeing a broad portfolio, including 45 regulatory proceedings, several Supreme Court matters, and frequently advising congressional offices. While at the Office, she successfully spearheaded two major regulatory reforms required by the Music Modernization Act and by the Digital Millennium Copyright Act (DMCA) and served on the administrative board determining final appeals regarding copyrightability.

Ms. Smith has held senior roles at both entertainment and technology companies and spent several years in private practice.  She teaches copyright law at the George Washington University.  Ms. Smith received a JD from Harvard Law School and a BA from the University of Michigan.  She is a past trustee of the Copyright Society and a member of the ABA task force on copyright reform.
