Copyright and the California Coast: The Register of Copyrights’ Annual Address

Join us for “Copyright and the California Coast,” the annual premiere Los Angeles copyright event, presented by the United States Register of Copyrights and Director of the U.S. Copyright Office.  This year, we are especially honored to welcome Shira Perlmutter, recently appointed Register of Copyrights and Director of the United States Copyright Office for a very special 2021 edition, available to everyone in California, the United States, and the world in a virtual online presentation format. 

Ms. Perlmutter and her Copyright Office team will bring the latest in copyright law, at the highest levels in the United States, to our online audience, including recent crucial developments in copyright law legislation, litigation, developments in the Copyright Office, including recent policy studies and regulatory matters, in a comprehensive presentation and discussion that is unique in scope and approachability.

The Los Angeles Chapter of the Copyright Society presents this annual event as an important connection between Washington, D.C. and the Copyright Office and the California creative and legal community. This year we will not have our customary format of a luncheon in Los Angeles, but hope to return to that popular format next year. Shira Perlmutter
Register of Copyrights and Director of the U.S. Copyright Office

Shira Perlmutter is the Register of Copyrights and Director of the U.S. Copyright Office. She was appointed to the position effective October 25, 2020. Perlmutter leads a workforce of over 400 employees, advises Congress on copyright policy, and directs the administration of important provisions of the United States Copyright Act, Title 17.

Prior to her appointment as Register, Perlmutter had served since 2012 as Chief Policy Officer and Director for International Affairs at the United States Patent and Trademark Office (USPTO). In that position, Perlmutter was a policy advisor to the Under Secretary of Commerce for Intellectual Property and oversaw the USPTO’s domestic and international IP policy activities; legislative engagement, through the Office of Governmental Affairs; education and training, through the Global Intellectual Property Academy (GIPA); global advocacy, through the IP Attaché Program; and economic analysis, through the Office of the Chief Economist.

Before joining the USPTO, Perlmutter was Executive Vice President for Global Legal Policy at the International Federation of the Phonographic Industry (IFPI). Prior to that, she held the position of Vice President and Associate General Counsel for Intellectual Property Policy at Time Warner.

Perlmutter previously worked at the World Intellectual Property Organization (WIPO) in Geneva as a consultant on copyright and electronic commerce. In 1995, she was appointed as the first Associate Register for Policy and International Affairs at the U.S. Copyright Office. She was the copyright consultant to the Clinton Administration’s Advisory Council on the National Information Infrastructure in 1994 and 1995.

Perlmutter is a research fellow at the Oxford Intellectual Property Research Centre at Oxford University. From 1990 through 1995, she was a law professor at The Catholic University of America, teaching copyright law, trademark and unfair competition law, and international intellectual property law. Previously, she practiced law in New York City, specializing in copyright and trademark counseling and litigation. She is a co-author of a leading casebook on international intellectual property law and policy and has published numerous articles on copyright issues.

Perlmutter received her AB from Harvard University and her JD from the University of Pennsylvania.

Catherine Zaller Rowland
Associate Register of Copyrights and Director of Public Information and Education

In her position, Rowland oversees PIE as it provides authoritative information about the copyright law to the public and establishes educational programs. PIE publishes the copyright law and other provisions of Title 17; maintains a robust and accurate public website; creates and distributes a variety of circulars, information sheets, and newsletters, including NewsNet; responds to public inquiries regarding provisions of the law, explains registration policies, procedures, and other copyright-related topics upon request; plans and executes a variety of educational activities; and engages in outreach with various copyright community stakeholders.

Rowland joined the Office in 2010 as attorney-advisor for the Office of the General Counsel. From 2012 to 2015, she served as senior counsel for policy and international affairs. In February 2015, Rowland was appointed senior advisor to the United States Register of Copyrights. In that position, she assisted the Register on a full range of policy, legal, and governance issues relating to the United States Copyright Office and its agency responsibilities. Her duties have included a wide range of statutory and regulatory functions, including assisting with policy studies and rulemakings, representing the United States as a member of intergovernmental delegations at trade negotiations, and co-chairing public hearings.

Before joining the Office, she spent several years in private law practice in Washington, DC, where she represented a variety of companies in intellectual property matters. Rowland began her legal career as a law clerk for the Hon. N. Carlton Tilley Jr. of the U.S. District Court for the Middle District of North Carolina.

Rowland earned her JD from William and Mary Law School, where she was elected to the Order of the Coif. She earned her BA in political science from American University.
