Jalyce E. Mangum is an Assistant General Counsel at the Copyright Office where she has contributed to the United States Government’s briefs in Unicolors, Inc. v. H&M (Supreme Court) and Skidmore v. Led Zeppelin (Ninth Circuit), and helped draft Part 2 of the Office’s Artificial Intelligence (AI) Report addressing the copyrightability of outputs created using generative AI. Among other regulatory work, she’s authored rules implementing several copyright registration practices and contributed to regulatory proceedings implementing the sections 111 and 115 compulsory licenses.

Before joining the Copyright Office in 2016, she worked as an advertising and trademark associate in private practice. She earned her JD from William & Mary School of Law, where she was an executive board member on the William & Mary Bill of Rights Journal. She has been recognized by the American Intellectual Property Law Association for her distinguished service and contributions in the field of intellectual property law.
