Senior Policy Counsel

Bijou currently serves as Senior Policy Counsel at the Entertainment Software Association (ESA) after rejoining ESA in 2022. As senior policy counsel, Bijou focuses on intellectual property policy as well as intersecting technology policy matters affecting the video game industry including First Amendment and content moderation issues.

Before rejoining ESA, Bijou worked at the National Association of Broadcasters (NAB) as Associate General Counsel for Intellectual Property, where she provided legal counsel on intellectual property matters to NAB and its members in regulatory and in policy matters before the U.S. government. She also collaborated with outside counsel in litigation, primarily on copyright, to safeguard the interests of U.S. television and radio broadcasters.

Before NAB, Bijou worked as Senior Counsel for Intellectual Property and Trade Policy at ESA, where she focused on intellectual property and international trade policy issues affecting the video game industry, serving as an industry point person during government discussions on the protection and enforcement of intellectual property rights and electronic commerce/digital trade concerns in the negotiation of trade agreements.

Prior to ESA, Bijou worked as an international trade specialist at the International Trade Administration’s (ITA) Office of Intellectual Property Rights, where she advocated for the benefits of strong intellectual property protection and enforcement to foreign governments, intergovernmental and non-governmental organizations and participated in trade negotiations with the European Union and parties to the Trans-Pacific Partnership. Before ITA, Bijou worked at the United States Patent and Trademark Office for four years, both at the Patent Trial and Appeal Board and in the Office of Policy and International Affairs.

She has a J.D. and an LL.M. from The George Washington University School of Law and a Bachelor of Arts from Wellesley College.
